Thimphu, Bhutan – In a demonstration of the enduring friendship and robust bilateral ties between Bhutan and India, Prime Minister Shri Narendra Modi’s visit to Bhutan culminated in a Joint Vision Statement on Bhutan-India Energy Partnership. Prime Minister Modi, alongside his Bhutanese counterpart, Lyonchhen Tshering Tobgay, engaged in fruitful discussions aimed at further solidifying the exemplary relationship between the two nations.

During the discussions, both leaders emphasised the remarkable progress made in clean energy partnership, particularly in Bhutan’s hydro-power sector. During his two-day State Visit to the Kingdom, Prime Minister Modi, who arrived yesterday, commended Bhutanese firms for their burgeoning capacity and technical expertise in executing energy projects, while Prime Minister Tobgay lauded India’s leadership in renewable energy initiatives, such as the International Solar Alliance and the National Green Hydrogen Mission.

The leaders reviewed ongoing energy projects and expressed satisfaction with their contribution to Bhutan’s economic development. They eagerly anticipated the commissioning of the 1020 MW Punatsangchhu-II Hydro-electric Project, building on the success of the Mangdechhu Hydro-electric Project. Additionally, they welcomed discussions on the technically sound and cost-effective implementation of the 1200 MW Punatsangchhu-I HEP.

Significance of Indian Prime Minister’s State Visit to Bhutan

Thimphu, Bhutan – In a period marked by significant transformation for Bhutan, especially post-LDC graduation and projects like the Gelephu Mindfulness City, the State Visit by the Indian Prime Minister holds profound significance.

The bustling streets of Thimphu buzzed with anticipation and discussions as the nation awaited the arrival of Prime Minister Narendra Modi.

Scheduled to arrive yesterday, the Prime Minister’s visit faced a setback as it was cancelled a day ahead of his planned departure due to inclement weather.

Both the Indian Ministry of External Affairs (MEA) and the Bhutanese Ministry of Foreign Affairs and External Trade (MoFAET) announced on Wednesday evening that due to ongoing inclement weather conditions over Paro airport, it had been mutually decided to postpone the State Visit to Bhutan on March 21-22.

The Indian Prime Minister is expected to arrive in Bhutan today.

This historic visit comeafter the invitation of His Majesty the King, underscoring the deep-rooted bonds between the two nations.

Reflecting on the impending visit, a prominent businesswoman based in Thimphu emphasized its importance.

“The State Visit by the Indian Prime Minister to Bhutan during this period of significant transformation is highly significant,” she said. “It demonstrates the strong and enduring relationship between our two countries and reaffirms the commitment to mutual prosperity and progress.”

“As Bhutan navigates the challenges and opportunities that come with Least Developed Countries (LDC) graduation, the support and collaboration of our closest neighbour, India, are crucial,” the businesswoman said. “The visit offers an opportunity to deepen cooperation in key areas such as trade, investment, and development assistance, which will contribute to the overall growth and development of Bhutan.”

PM Modi’s visit symbolises the special bond between the two countries, a bond that unites them in shared aspirations and endeavours.

Another businessman highlighted the economic implications of the visit. “As Bhutan addresses economic challenges and copes with the loss of preferential treatment post-LDC graduation, PM Modi’s visit presents a significant opportunity,” he said. “It’s a chance for Bhutan to leverage the Indo-Bhutan relationship for economic and developmental benefits.”

“PM Modi’s vision of making India the third-largest economy in the world, if re-elected for a third term, presents potential opportunities for Bhutan to benefit from India’s economic growth,” the businessman, who runs a training institute in Thimphu, said. “Additionally, the visit could pave the way for securing funding for critical projects like hydroelectric ventures and the 13th five-year plan budgets.”

A retired bureaucrat offered a historical perspective, emphasising the continuity of Indo-Bhutan ties. “I personally feel it’s a continuum of Indo-Bhutan ties, diplomatic relations,” he said.

“India’s support, particularly in projects like the Gelephu Mindfulness City, would be invaluable,” a former diplomat said, adding that it’s reassuring to see that our long-standing friendship with India continues. “India’s strong economy and unwavering commitment to Bhutan ensure stability and support for our nation, regardless of changes in government,” he said.

A member of Parliament (MP) weighed in on the visit’s timing and significance.

“The visit of PM Modi arrives at a pivotal moment,” he observed. “Coinciding with Bhutan’s initiation of a significant transformational endeavor, including the commencement of the 13th Plan, the Indian Prime Minister’s visit holds the potential to lay a solid foundation for collaboration and support.”

With Bhutan’s need for support pronounced during this transformative phase, PM Modi’s visit reinforces the bilateral ties between our nations, the MP said, underscoring the importance of collaboration during this critical juncture in Bhutan’s development.

Some highlights of PM Modi’s visit

PM Modi is expected to receive Bhutan’s highest civilian award, the Order of the Druk Gyalpo, from His Majesty The King at Tendrelthang, Tashichhodzong today.

The highest award was conferred on Modi in 2021 in appreciation for his efforts towards strengthening Indo-Bhutan ties, and in particular India’s provision of the first round of 500,000 doses of Covid-19 vaccines in 2021.

During his two-day visit to Bhutan, PM Modi will receive audiences with His Majesty The King and His Majesty the Fourth Druk Gyalpo, a testament to the profound respect shared between the leaders of India and Bhutan.

His Majesty The King was received by the Amir of Kuwait, His Highness Sheikh Meshal Al-Ahmed Al-Jaber Al Sabah on the morning of February 11. His Majesty is on a Royal Visit to Kuwait.

His Majesty also met with the Prime Minister of Kuwait, His Highness Sheikh Dr Mohammad Sabah Al-Salem Al Sabah.

The former Prime Minister of Kuwait, His Highness Sheikh Nasser Al-Mohammad Ahmad Al-Jaber Al-Sabah hosted a lunch in honour of His Majesty later in the day.

Bhutan and Kuwait share exceptionally warm and friendly relations, and marked the 40th anniversary of diplomatic ties in 2023.

Bhutanese pilgrims embark on spiritual journey to Bodh Gaya

As the sacred Buddhist pilgrimage to Bodh Gaya, locally known as Nyechhen Dorji Dhen, commenced this month, over 60 devoted pilgrims from Bhutan are embarking on a daily journey from Phuentsholing to the revered destination in Bihar, India.

A daily departure of a double-decker bus, equipped with 65 seats, crosses the border from Phuentsholing at 4 pm, reaching the hallowed grounds of Bodh Gaya at approximately 1 pm the following day. Covering a distance of about 700 kilometers, each pilgrim pays Nu 2,100 as bus fare for this spiritual voyage, according to a pilgrim from Merak, Trashigang.

The pilgrimage season is expected to continue until February of the upcoming year, drawing devotees from different parts of Bhutan eager to delve into the sacred history of how Gautam Buddha bestowed blessings upon the site and attained enlightenment beneath the Bodhi Tree (Jangchub Shing).

Meanwhile, the Kidu Mobile Medical Unit from Bhutan has recommenced its philanthropic medical services, offering free healthcare to Bhutanese pilgrims starting from December 4 until the culmination of January. 

Established at the Royal Bhutanese Temple, this unit was initiated in December 2016 under the command of His Majesty The King, emphasizing the importance of ensuring the well-being of the pilgrims during their sacred journey.

Gelephu Landmark Water Project inaugurate

His Majesty The King and His Holiness the Je Khenpo inaugurated the Gelephu Landmark Water Project on December 23.

The Gelephu Landmark Water Project, which started in April 2022, is the most ambitious of the over 40 nationwide water projects by DeSuups as part of DeSuung National Service.

The Landmark project in Gelephu, which serves the whole of Gelephu Thromde as well as some other nearby gewogs, was jointly implemented together with the Gelephu Thromde and Ministry of Infrastructure & Transport. The exemplary management of the project resulted in it being completed on time within 19 months, and at a cost of Nu 375 million, significantly under the initial budget of Nu 477 million.

Additionally, while all Desuung National Service water projects made use of cutting edge technology and construction standards, the Gelephu Project stood out even among these. The infrastructure includes extensive water mainlines connecting a robust intake structure at the source to sedimentation tanks and a cutting edge water treatment plant, and over 9.7 kms of distribution lines to reach the community. International experts on filtration technology and plumbing from South Korea and Thailand participated in the project.

Over 230 Desuups contributed their services to the project, which not only establishes a reliable and clean water supply for residents, but also equips participating Desuups with the skills and knowhow to build and manage such systems.
